he is a franchise quarterback.  had the Raiders poised to be a AFC contenders before his leg injury.  they are going to build around him and he has the tools to be very very good.  he will only be the highest paid QB for a little while anyways.

Same was said of Kaepernick.  But his validity as a #1 guy didn't last too long.  The Seahawks made some noise about getting him as a #2 or #3 but didn't punch the button.  I hear he is having a difficult time finding work in his chosen profession.

the difference is that Kaepernick took the job from an existing playoff quarterback.  Carr is a typical dropback quarterback with minimal mobility designed for a pro style offense.

26 other QB's had there team "poised"  to contend for a playoff seat.

Carr is a franchise quarterback and was drafted as such.  And last season he delivered.  Frankly the Raiders have improved under him every year.  Kaepernick was not drafted as a franchise and inherited his job because of a concussion.  He played very well, but it isn't as though his performance was so much better than Alex Smith and certainly hasn't been since he went to the Chiefs.

The Raiders were 12-4 last season.  Carr was injured at the end of the season and without that injury they were probably the second best team in the AFC and would have been a great match up for the Patriots (if they found a way past the Chiefs).

The Raiders are making a commitment to building around him and it shows.
