A lot of the benefits of testosterone occur during development  (bone structure, shape and overall size) so they remain regardless of any sex change, including hormone treatments. I could go on estrogen right now and get my balls cut off but a year from now I'd still be 6'2" with broad shoulders and large overall frame.

I think all transgenders (either way) should compete as men.

Well, it helps that, in this case, RV broke with the position of the Democratic party leadership.  He addressed it as more a question of logic rather than of politics.
