Wrestler A and Wrestler B are tied 3-3 in the Sudden Death Overtime (1st OT). Both wrestlers have been called for stalling. Near the end of the OT we get in a very funky scramble that continues for 22 seconds and ends with no one in control at the sound of the buzzer. As they are walking to the center of the circle, you notice Wrestler A's shoes are untied. Match over? or Wrestler B up 4-3 in the first 2nd OT (30 secs / 30 secs)?

We're told that the match is over.

How could the match be over? The TB are not sudden victory, they are both wrestled out.

According to our organization, the 2nd OT hasn't started yet, therefore the shoelace being untied is still considered to be part of the 1st OT.
