Here is the ASU Student Athlete Drug Policy.  No suspension for first drug test violation......this was either his 2nd or 3rd positive test.

2nd positive -  suspension for 10% of the season - it says season, not schedule so they are looking at time. Season started back on Oct 1. PAC 12's are 16 days away.  10% takes him past the PAC 12 Championship. 

ASU says indefinite suspension, not permanent.  The rule says 3rd is a permanent suspension.  His fail in Rome was tested by the international governing body so there is a "B" sample out there.  You can bet they've requested a test on the "B" sample.  If it comes back negative they can lift the suspension.  The question is, will they test the B sample in time for PAC 12s.

First Positive

•The student-athlete is notified that any subsequent positive will result in second positive and suspension of at least 10% of competition season as described in this policy.
•The student-athlete will be subject to repeated unannounced drug testing to be conducted at any time under the supervision of Drug Free Sport, ASUHS, the team physician or sports medicine staff.

Second Positive

If a student-athlete receives a second positive test result while outside of a prescribed treatment program for any banned substance (the substance does not need to be the same substance that resulted in any earlier positive test) or if a missed test is treated as a second positive, the following minimum consequences will occur:
•The student-athlete will be suspended from at least 10% of the athletic contests during the traditional playing season and up to the sanctions as described below, at the next available opportunity following any sample’s requested retesting. The student-athlete is notified that any subsequent positive will result in a third positive and the appropriate sanctions as described within this policy.

Third Positive

•The student-athlete will be permanently suspended from the team and will lose all athletic financial aid for the subsequent semester, if any, in the current academic year and non-renewal of athletic financial aid for all ensuing academic years.

Nah, wouldn't be considered recreational.  The are cannabis stores all over Italy that sell a light version which can be legally smoked in the home. They confiscate your ID if they catch you smoking on the street and its a major task to get your passport back.  Flip side since Italy decriminalized MJ, the black market for the real McCoy has flourished.  Go to any piazza and you can buy a small bag or a few just rolled.  They keep the amount small since if they are caught with a minimal amount it is just confiscated.  The Polizia probably handle greater quantities confiscating than the sellers.

You'll probably hear some excuse to the affect he bought some kind of food from a street vendor and it must have been laced.
